Rule: beat the final boss with all crystals gems and sapphires after entering wombat as fast as possible. Do not save UNTIL after doing so.

Also saving wouldn't be a requirement as a nitpick.
If anything, I'd at least make it so that you have to do an Any% pass of the 25 levels (as well as the bosses?) that are normally required to reach the final boss, sorta like NG+ in Warped, except WOMBAT gives you literally everything, so you wouldn't be able to actually collect the crystals while already having all the power ups. But overall I still think it's pointless, especially since WOMBAT doesn't even work on what's considered the most optimal platform for this game (PS2).
As of now, you can submit runs to the lederboards played on PCSX2 (Nightly) v1.7. or higher. The emulation accuracy has improved dramatically in recent times and combined with the loadless timing and the load remover, PCSX2 can finally go on the boards as well.
