I might be wrong, but any category done cardless, and no cards is impossible, since you can't use anything else until level 2. How do we run the category then?
I believe you are right this is an oversight on the creation of categories. I will talk with the rest of the mod team and decide how to proceed with this.
you can still do a run that involves those rules, but you'd have to allow runners to get to level 2, which would allow other options to be made available (tables would then be allowed to used, which would make runs possible)

For runs where both 'NO CARDS' and 'CARDLESS' are selected you may purchase 1 box of cards and open packs until you reach level 2. You must then trash
