How fast do your runs need to be to use video proof? (before runs needed video evidence)

On the leaderboard, I found that some players on Any%, 120 Star and 242 Star did not use video. Maybe the time was 2 hours 55 minutes or slower on the Any% route, 6 and half hours on 120 Stars and 242 Stars in 13 and a half hours or slower.

if they are too old and not top runs for actual level maybe they just got forgoten there and didnt get afected by actual rules, it happends in other games as well anyways rn if rule says "Video proof is required for all runs.", then video proof is required for all runs.

As far as I know, the rules here used to be that video proof was only required for runs faster than a certain time, but after those runs without video were submitted there was a site wide rule change and now all runs require video. (The runs that did not have video before were allowed to stay up however)

It wasn't because of a site-wide rule change, it was because people were abusing the ruleset by submitting fake times that were slower than the video requirement barrier. The person who made this thread made another one where they admitted to doing just that in Super Mario Sunshine a few days prior
