Honestly one of the most RNG levels in the game. Can go sub 11:30, but you have to get Zhao and Woods to be really far behind while you plant the cratering charge, which has only happened to me once. You then need two waves of helos, which pretty common, and you can also make almost any setup work due to the ammo cache objective being dialog capped. Finally, you need fast horse, which has only happened to me about 4-5 times out of hours of runs. TL;DR, BO2 ILs are RNG fests.
