Need better clarification for "70 star"

Okay, so I get that the title of the run says how many stars you need in the first place, but I feel that should also be required in the rules. For example, you wouldn't have the rules of 120 star simply say "Beat the game as fast as possible." You'd still include the rule of getting all of the stars, since that's part of the requirement.

That leads to a problem with the 70 star rules, specifically with runs like these (and yes, I'm aware it's a TAS, but that doesn't disprove my point):

Technically under the 70 star rules, a run like this could be considered a 70 star run, since it follows the exact written rules of "70 Star". If you disagree, go back and read the rules. Not the title. The RULES.

Yes, but as I said, you wouldn't just say "Beat the game as fast as possible" under the 120 Star rules, even though it's already in the title. So why are we doing the same with 70 Star? Read the rules and tell me exactly which rule (not title, but RULE) this video breaks.

@Enigmaa OP's point is that 70 star's rules does not make sense because, as his video proves, you can get to the end of the game without using any BLJ's or Mips Clip with fewer than 70 stars even though it's TAS.

Because the title isn't always the most important thing. For some games, even the Any% category has certain things banned, despite the category being named Any%. If you want rules, you need to set them in the Rules, not just the Title. If I were to submit a run that didn't get 70 stars but still finished the game without BLJs or Mips Clip (somehow), you wouldn't really have the right to decline it due to it breaking rules, since there is no RULE against the run.

So in other words, it's currently allowed right now? If so, it needs to be banned in the rules. If not, well, the title should probably be changed to something like Any% BLJ-less. Either way, something needs to be changed, because the title and rules are inconsistent.

when someone hyper speed wall kicks all the way to bowser in the sky and completes a run then submits to 70 star leaderboard, im sure the moderators will have no issue with rejecting it since its missing 69 stars

Is 70 star a "no major skips" or just "BLJless" category? I've always gotten mixed information about that.

I'd say no major skips/glitches, since mips clip is also explicitly banned. If someone came up with an RTA-viable technique that allowed you to do these skips then we'd probably have to discuss banning that too. The whole thing in the op is a non-issue for RTA.
