I wad just thinking thus after beating joker in the answer where it's sorta the opposite where you speedrun beating makoto yuki in the velvet room fights on a new save merciless no dlc I don't really mind if it doesn't get accepted but it's just an idea

Plans for all categories thus far are going to have be purely ending based, as these are the most solid foundations for categories in these games.
So things like defeating Makoto are gonna have to be more of a personal thing, as it doesn't make sense to separate entirely based on such a small difference.
Generally though, nothing is going to be accepted period unless there's a run presented, but don't take that as a guaranteed anything would be added for reasons prior stated.
