My preference would be to simply label it as "Segmented 100%" and not worry about policing the number or length of breaks.
A mod that automatically skips cutscenes is fine with me, honestly, but it would be a community decision.
That said, there aren't too many active runners or even runners period. I'm not sure how to best make this decision. Come into the discord that Akarion linked and we can discuss it.
Youtube should be fine. I'd say upload them and share them here and we can figure out getting categories made.

Hi! I'd like to request moderation for Gundam Side Story 0079: Rise from the Ashes.
The current moderator has not been on the site in 5 months. I reached out to them via twitter twice: (1) once just to ask about running the game ( https://twitter.com/pmcTRILOGY/status/1183787100044451840 ) and (2) then again this past week after submitting a run ( https://twitter.com/pmcTRILOGY/status/1238501143560499201 ). They haven't replied to either tweet although there have been tweets/RTs since the my first tweet. No activity that I can see on the linked Twitch/YT accounts.

Hi! The current patch of this game (as of 1/15/2020) appears to be substantially different in a few ways (e.g., no FPS section in the endgame chase, the addition of the whole frog boss, patching out the bicycle flying).
I don't have a strong preference in how to note this (I'd be fine with keeping one leaderboard instead of tabs and just having a column for version). Happy to defer to the current mods.
I tried googling around for patch notes, but couldn't find any so I'm not sure what version introduced the frog boss fight + other changes.

I will be running JC3 Any% (potentially the jetpack route) for ESA 2017. The run is scheduled for 9:40am local time on 7/29.
Sounds great! Just Cause 3 can be a bit intensive even at low settings. I don't have a laptop that can run it and can't bring my desktop from the states, so hopefully I can get some practice time in on some of the higher end machines.
The only weird thing about JC3 Any% is that there is a point in the run where I exit the game and restart it to warp somewhere faster. Hopefully this isn't a problem :v

I recently ran Just Cause 3 any% in Scrubathon V a few weeks ago. Here's the highlight:
