I'm interested in running this game, but one rule is puzzling me: Unlocking firearms is not allowed.

Does it mean I'm not allowed to buy or pick up unique guns in missions? If so, this rules is pretty arbitrary.

I'm sorry for the misunderstanding caused by the expression error. This rule is actually intended to allow players to use "Start new game" instead of "New game+" at the beginning of the full game.
