Grund: Runner has failed to cooperate with mods when asked for emulator in use AND revision release. When also PM'd due to using an emulator not allowed given the games rules and adviced to switch software for future submissions: individual seemingly brushed it off with a "whatever" mindset. Having discussed the case with another fellow moderator, we both come to agreement not to accept current submission as we don't believe this individual took anything to heart come future submissions nor taking any responsibility for not having read the rules in the first place.
