huge remake/remaster of my old scratch retime tool. comes included with your standard retimer, a load system, better UI, and a more modern way of showing the final time. [does not use debug info] (UPDATE: adds a section to time loads individually and a help guide.

summary: runs should be getting verified around every Friday or Saturday, which should hopefully become the new standard in order to get runs CONSISTENTLY verified.
