Now, I found that you can fly to the Ruins Island by collecting a shine mid-flight and spacing out your JR bounces to maximize your distance. One more sad thing is that I prematurely lost my propellor in the route, which caused me to not execute the fastest giga bell entry from above the bell. I would go back and fix this mistake since the route is easy, but that brings me to the unsolved problem. You see, I did complete two more runs after this. They both got the optimal bell entry, and matched/bested the threshold in this run. However, for some reason only in this run did Bowser jump 2s faster than usual. I have no clue why. So, until I go back and find the answer, this will be a WR that's sadly scuffed right at the end. Anyway, hooray sub-10!
