After playing all 3 courses, I think this still might be the Hardest in Mega Man 2 The Power Fighters.

1 Credit Clear, Boss fights still give me some trouble, but it was overall a smooth run. I use protoman because he gains invincibility with the special item pick up just like in the first game.
