I don't have a capture card and wanna be able to submit a run if any even if it's awful. Would it be ok if I used my phone or laptop or something to record the screen and submit it?

Anyone can do it!

If you check the leaderboard, plenty of other people have submitted runs recorded on a phone. While I'm not a moderator, I'm think they would allow you to do that.
